Pursuant
to the Bill (Reg. No.2711), the building of Kyiv municipal council is the
center of Kyiv, and the "areas of site development" of the city (the
first, the second, the third) shall be defined depending on the distance to the
center of the city. The Bill also determines the order of site development in
each of the areas.
However, the People´s deputies stated that regulations concerning determination of the areas of site development in Kyiv fail to comply with Article 10 of the Law "On the Design and Site Development", which is basic in the field of construction.
The Bill also does not include any proposals concerning revision of these principles at the legislative level by means of amending the effective Laws, as it is required by Article 90 of the Standing Orders of The Verkhovna Rada of Ukraine.
